A diplomatic meeting was held to-day to discuss 2 telegram dated October 5th received by Acting Inspecte: General of customs from Canton commissioner stating that a mandate would be issued on the following day bringing into force new taxes as from October 11th or as near that date as possible. Certain articles such
as tobacco, wine, and oil being already subjected to special taxes were to be exempted. New taxes are to be collected et or near maritime and native customs barriers. Canton government have applied to comis- sioner for loan of rooms in custom-house for use of a small staff to carry out collection. Commissioner
solicited instructions or an early indication of policy and probable action. (So far I have received no con- firmation of issue from Acting Consul-General at Centon).
Acting Inspector-General in communiceting this telegram to senior linister informed him that he had instructed Centon commissioner that he should give no facilities for collection of new taxes unless they were internationally accepted or acquiesced in.
